Biography

Professor Jesús SEADE holds D.Phil. and B.Phil. degrees (Economics) from Oxford University and BSc in Chemical Engineering from Mexico’s UNAM. He taught at Warwick University which soon promoted him to one of the youngest Economics Chair Professors in the UK. He was Mexico’s Trade Ambassador (1989-93) to the negotiations creating the World Trade Organization and a founding Deputy Director-General of WTO (1993-98) overseeing all research/analysis and all foreign affairs: public and business sectors and intergovernmental organisations. In 1998 he accepted the IMF’s invitation to a senior position leading on policy towards crisis-hit countries in the aftermath of the Asian Financial Crisis and in 2001 moved to its Fiscal Affairs Department to oversee all IMF work on Transparency. He served at Lingnan University (Hong Kong) as Chair Professor 2007-17 and Vice President 2008-14. He is currently Associate Vice President for Global Affairs and Professor of Management and Economics at the Chinese University of Hong Kong, Shenzhen. He is also Professor Emeritus at Lingnan University, Distinguished Adjunct Professor at Shenzhen University, member of Committee of Overseers at CUHK’s Morningside College in Hong Kong, and Member of the Asia Global Fellows Program Committee at Hong Kong University.

Professor Seade has worked on international trade, tax and budgetary management and policy in over 50 countries in the four corners of the world: an experienced multilingual, multicultural professional, at home in all regions, at all levels. His publications spanning theory and policy in public finance, trade and international finance have appeared in all leading journals in the profession.
